Cat Training?

I have an 8 month old pure bred Bangle cat. The problem is she will not stop peeing on one spot on the dinning room rug. I have tried every punishment I have read about and it does no good. Any suggestions on how to get her to stop short of KILLING her. I am ready to glue her business end shut.
HELP!!
I have also tried a new rug in the dinning room and she still goes to the same spot. It is beginning to ruin the hardwood floor under the rug.

All right, she is returning to the same spot because there is still a scent present. Vinegar is often a very effective treatment, and perhaps cover the area with a puppy training pad. Hopefully, that is not in a high traffic area. I have posted a link to using vinegar.

The second issue is why she does it. Cats are normally very fastidious, so when they go out of the box it could be a health issue. A UTI (urinary tract infection) will cause her to go out of the litter box, as it becomes painful to urinate in the box, so she will avoid the box. I have posted a link (second link) to common non-medical reason cats stop using the litter box.
